Col Vicars is from Palmer, TX and joined the Air Force before earning a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University (1999). He has supported OPERATIONS DENY FLIGHT, DECISIVE ENDEAVOUR, NOBLE EAGLE, and ENDURING FREEDOM. He has over 1900 flight hours in the F-16 and T-38. He has a Master of Arts in Theological Studies from Liberty University (2008), a Master of Military Arts and Sciences from the U.S. Army’s School of Advanced Military Studies, and a Master of Strategic Studies from the Air War College. His interests are military strategy, war, international ethics, and just war tradition.
